Paul Watts spent his early years in postwar West Germany, where his father was serving as an army officer. After boarding school at Prior Park, Bath, Paul attended Portsmouth College of Education, achieving in 1967 a Pass with Distinction and the Best Teacher Award. He then served as an officer in the Royal Army Education Corps, during which time he completed a BA degree in Social Sciences at the Open University. In 1984-85 Paul was sent by the Army to the London School of Economics, achieving an MSc with Distinction in Sociology. From 1985 to 1989 he was a Senior Lecturer at the Royal Military Academy of Science, Shrivenham, promoted to Lieutenant-Colonel. In 1990 Paul resigned from the army, and joined GEC as Deputy Director, then Director, of their management college. He was then appointed Director of Education (UK) in Marconi plc, remaining in this post until he retired in April 2002.
